Jamil Elshad oglu Guliyev was born in Baku. He studied at the film directing faculty of the All-Union State Institute of Cinematography (1980-1985, workshop of A. Alov and V. Naumov). Since 1984, he worked as a production director at the “Azerbaijanfilm” film studio and directed many feature and documentary films. The films directed by Jamil Guliyev were released in France, Sweden, Turkey, Russia, Georgia, Czech Republic, Romania, etc. participated in international festivals in the countries. Since 1987, he has been teaching at the Azerbaijan State University of Culture and Arts. Head and Associate Professor of the “Cinema and Television Art” Department of the Azerbaijan State University of Culture and Arts (1998-2006), Director of the International Audiovisual Festival (2000-2005), Director of the Azerbaijan State Film Fund (2006-2013), Director of the AzTV Culture channel (2011- 2013), General Director of Public Television and Radio Broadcasting Company (2013-2018), Head of Film Recording, Promotion and Broadcasting Sector of Cinematography Department of the Ministry of Culture (2018-2019), Director of “Azerbaijanfilm” film studio (2019-2020). Currently, he is a professor at the University of Culture and Arts and the director of the Azerbaijan State Film Fund. He is the executive secretary of the Union of Cinematographers of the Republic of Azerbaijan (since 2012). “Humay” National Award (1998), “Honored Art Worker” (2005), “Academician Yusif Mammadaliyev” medal (2007), “Zirva” Award (2010), “Honored Culture Worker” (2013), 3- He was awarded the “For Service to the Fatherland” order (2018) and the Presidential Award in 2019, 2020, 2021, 2022. He is an academician and member of the International Cinematography Confederation since 1990, Azerbaijan Union of Journalists since 1996, and International Television and Radio Academy since 2010. In 2009, he was elected a member of the International Council of Museums (ICOM).

Director Jamil Guliyev is the son of professor Elshad Guliyev.
