Elchin Efendiyev son of Ilyas (Elchin) was born in Baku. He studied at the Faculty of Philology of the Azerbaijan State University (1965), and at the post-graduate course in literary theory of the Nizami Institute of Literature of the Azerbaijan Academy of Sciences (1968). He defended his candidacy on “Azerbaijani artistic prose in literary criticism” and doctoral theses on “The problem of history and modernity in literature”. His first story was published at the age of 16 in the “Azerbaijan Youth” newspaper (1959). The first stories called “One of a thousand nights”.

The book was published in 1965. About 100 books have been published in different languages. He was a deputy of the Supreme Soviet of Azerbaijan. He worked as the Deputy Prime Minister of the Republic of Azerbaijan, Chairman of the Society for Cultural Relations with Foreign Countries – “Homeland” Society. He is Honored artist (1984), People’s writer (1998), doctor of philological sciences, professor. He was awarded the orders of “Independence” (2003) and “Fame” (2018).
